I heard this song in an Irish folkclub in Stavanger,Norway. I guess it might be either Irish or Scottish/English.

My guess is you are looking for Peggy Gordon.

Oh Peggy Gordon, you are my darlin'. Come sit you down upon my knee, And tell to me the very reason, Why I am slighted so by thee.

Scottish tune I believe that has been well done many of my favorite singers. The Dubliners, Paddy Reilly, and The Corries all do fine versions of theis tune.

And if you do want Peggy Gordon, the lyrics and tune are in the database. Just enter the name [Peggy Gordon] like that in brackets, and both will come up.
As far as I am concerned, this is a tune that is MADE by the ornamentation. I like Robin and Barry Dransfield's version.
Blessings,
Barbara
