Luncheon for Liberian Presidential party. His Excellency, Edwin Barclay, President of the Republic of Liberia, was feted by Negro civic, social, professional and educational leaders Saturday, May 29, 1943 at a luncheon at the Lucy Diggs Slowe Hall in Washington, D.C. President-elect W.V.S. Tubman, President Barclay and Dr. Emmet J. Scott, chairman of the committee on invitation are shown drinking a toast to the President of the United States. The toast was proposed by the President of Liberia.
